Postal JCA meeting with Secretary, Department of Posts on 02-08-2013

DISCUSSION ON ITEMS OF MEMORANDUM SUBMITTED BY PJCA ON 01-04-2013:

Today JCA leaders had a meeting with Ms.P.Gopinath,Secretary, Posts and Members of Postal Services Board along with other Officers of the Department to discuss on the items in the Memorandum submitted by JCA on 01-04-2013.

The Secretary Generals NFPE & FNPO and all General Secretaries of affiliated Unions participated in the discussion. 

On behalf of AIPEU-GDS(NFPE), Com.P.Pandurangarao, General Secretary attended the meeting.

The following are the outcome of the discussion on GDS issues :

1. Bonus Ceiling : File again sent to Ministry of Finance with replies to the queries made by MoF.

2. Cash handling norms : Circles asked to report on the financial implications to change the work load norms of the BPMs.

3. Reduction in TRCA : Even though Protection for one year is instructed,  it will be reviewed accordingly

4. Compassionate appointments :It is informed by the Official side that after revising the previous calculation of merit marks, the present attributes for merit marks resulted in increase of percentage of appointments. So there is no scope for immediate relief on this issue.

5. Redeployment of GDSMM : the work establishment of GDSMM will be reviewed on their retirement / promotion, further decision will be taken by the Department.

6. Cash conveyance allowance : it will be reviewed on information obtained from the circles.

7. Introduction of Health scheme :  Proposal is under examination by the Finance Ministry. Approval is expected soon.

8. Norms for RPLI : It is clearly mentioned in the instructions on workload norms, 10 transactions – 1 point, but for procuring new business of RPLI as incentive is being given, no separate time factor is given.

9. Norms for cash conveyance from BO to AO vice versa : it will be reviewed.

POSTMASTER’S CADRE

Consequent on granting permission by the DOP&T to fill up HSG-I vacancies as per existing recruitment rules, HSG-II officials with three year service are considered for HSG-I promotion. But the Postmaster Grade II officials with minimum five years service are only considered for PM Grade-III promotion as per the Postmaster Grade Recruitment Rules approved by DOP&T. This DISCRIMINATION was brought to the notice of the Directorate by AIPEU Group ‘C’ (CHQ) earlier. On 02.08.2013, detailed discussion was held with Member (P), Postal Services Board. It is informed that Directorate has already called for the detailed particulars, from Circles. On receipt of information the case will be submitted to DOP&T for RELAXATION of five years to three year at par with HSG II officials.

Children Education Allowance-Clarification regarding Examination Fee

Dear Comrades,
DOPT vide its memo No.12011/01/2012-Estt.(AL) dated 31/07/2013 clarified that the Examination fee can also reimbursable from the current academic year.

JCM STANDING COMMITTING (DEPARTMENTAL) ON 23-08-2013


UOI SLP against Pre-2006 Pensioners dismissed by Supreme Court.

The Supreme Court has dismissed the SLP (Civil) 23055/2013 filed by Union of India against Delhi High Court judgement in pre-2006 pensioners casein WP 1535/2012 upholding the CAT PB judgement and Delhi High Court judgement. The above SLP came up for hearing on 29/7/2013 and the apex court dismissed the SLP on the same day.

Pensioners will now get arrears w.e.f. 1/1/2006 if their revised pension was fixed at less than 50% percent of the minimum of the pay in the pay band including grade pay thereon in the revised scale corresponding  to the pre-revised pay scale from which the pensioner has retired.

JUDGEMENT :
UPON hearing counsel the Court made the following order :
“We are not inclined to interfere with the order passed by the High Court. Consequently, the special leave petitions are dismissed. However, the petitioners are at liberty to raise all points before the Tribunal as and when the appeal”.

            Sub: -  Introduction of cross bags system-difficulties faced by the staff side-Reg

Sir/Madam,

           
            With reference to the CO letter cited above, cross bags system has been introduced by the CO to cut the delay in delivery of missent articles and to improve delivery efficiency to cater the best services to the public. But it has brought to the notice of this union that the following difficulties have been faced by the staff side while implementing the above system. However this union extends whole hearted support to the administration while improving delivery efficiency and to cater better services to the public. But at the same time we take liberty to bring the irregularities/difficulties to your kind notice for address the staff problems and taking necessary action at your end.  

1.      While implementing the system, the delivery status of the article on the indiapost website would be incorrect as the article will be delivered at the office other than office of delivery. This would create some confusion among the public and it gives an impression of wrong delivery of the article and public may be confused of their delivery area correctly. While fixing up the responsibility the concerned staff, who uploaded the information will come in to picture for which he is no way responsible.
2.      While delivering the important articles like passport/cheque books/RC/Pan card/Driving licence, if any wrong delivery takes place it will be very difficult to answer the public and settle the issue.
3.      Delivery slip will be filed in one office and the delivery data will be uploaded by some other office. Due to this practice it will be very difficult to dealing the complaint.
4.      All the articles invoiced in the extra beat may not be delivered on the same day. Therefore remaining articles have to be invoiced in the beats next day along with the articles of that day which results in discrepancy in the list.
5.      While delivery in the overlapping areas there may be also missent in the cross bags, which results unnecessary further delay.
6.      Uploading of DET will be delayed till the postman returns of the extra beat is intimated by the delivery office.
7.      Finally the system of uploading of delivery information at one office, which is delivered at another office is quite irregular and contravention of statutory rules on the subject.


Therefore keeping in view of the difficulties/irregularities mentioned above, suitable instructions may please be issued for addressing the above issues.
