DoP seeks Cabinet nod for payments bank proposal 

New Delhi, Apr 27 (PTI) The Department of Posts (DoP) has sought Cabinet approval for its payments bank proposal involving a project cost of Rs 800 crore.
The Public Investment Board (PIB) has recommended that the payments bank may be set up as a public limited company under the Department of Posts with 100 per cent government equity.
"With a project cost of Rs 800 crore (Rs 400 crore equity and Rs 400 crore grant) and the draft cabinet note has been forwarded to Cabinet Secretariat seeking the approval for the project," Telecom Minister Ravi Shankar Prasad said in a written reply to the Lok Sabha.
The Reserve Bank of India granted in-principle approval to DoP for setting up payments bank on September 7, 2015, with a stipulation to complete all formalities for setting up the bank with 18 months.
The present proposal is that the India Post Payments bank (IPPB) may set up one headquarter and up to 650 branches co-located in district headquarter post offices.
"...more than 60 large companies have approached the Department of Posts for collaboration with the prospective IPPB," the Minister added.
Prasad said the project may be rolled out in a phased manner and the bank may complete its nation-wide rollout in five years.
"All the post offices in a district may be linked to the respective IPPB branch and may become the access point for the services of payments bank and will coordinate with the payments bank branches to which they are mapped," the Minister said.
He further said services available through the payments banks will be basic banking services like acceptance of demand deposits such as current and savings accounts up to a balance of Rs 1 lakh, various kinds of payments, including social security payments like DBT payments, person to person remittances (both domestic and cross-border).
"Apart from these, financial products like insurance, mutual funds, pensions, credit etc may be distributed through third party tie ups with banks and other financial service providers especially in rural areas and among the under banked segments of the society," he added.
Regarding International Finance Corporation, a member of World Bank, has shown interest in picking up stake in the business, Prasad said some preliminary discussions had taken place but no formal proposal to this effect has been received.

Monthly wages for contract workers

The Central Government has proposed to amend Rule 25(2) (iv) of the Contract Labour (Regulation & Abolition) Central Rules, 1971 to ensure minimum monthly wage of Rs. 10,000 to contract workers of the country. The proposed draft rules have been published in the Gazette of India, Extraordinary, Part II, Section 3, sub-section (i) vide Notification Number G.S.R. 368 (E), dated the 30th March, 2016.

The Contract Labour (Regulation & Abolition) Act, 1970 covers only those establishments and contractors that employ twenty or more workmen on any day of the preceding twelve months. The number of contract workers engaged in the Central sphere is 1903170 up to 31.03.2015. The figure in respect of contract workers working in the State sphere is not centrally maintained.

There is no proposal to bring into the ambit of the Contract Labour (Regulation & Abolition) Act, 1970 those establishments and contractors that employ less than twenty workmen.

This information given by Shri Bandaru Dattatreya, Minister of State (IC) for Labour and Employment, in reply to a question in Rajya Sabha today.

Passenger Reservation System in Indian Railways

At present, computerised reservation facility is available at approximately 3337 reservation centers, which are working satisfactorily. Till March 2016, 134 Yatri Ticket Suvidha Kendra (YTSK) licensees have been engaged. They are also working satisfactorily. Next Generation e-Ticketing (NGET) which was launched on 28.04.2014, now has a capacity of booking 15000 tickets per minute and is working satisfactorily.


Adequate safeguards have been kept in the computerised Passenger Reservation System (PRS) and internet booking system to prevent its misuse by unscrupulous elements.


For the benefit of different categories of travelling public, the Railways have introduced ticketing facilities at Non-Rail head locations and India Post Offices so that the ticketing system can be accessed by people living in smaller towns and villages. This is in addition to e-ticketing which provides access to reservation system from the comfort of the home/office.


In addition to the provisions made in the computerised PRS and internet ticketing system to prevent misuse of reserved ticketing system, various other steps have been taken, some of which are as under: (i) Condition of carrying original proof of identity by any one passenger booked on a reserved ticket. (ii) Agents are debarred from booking tickets during first thirty minutes of opening of booking, i.e., from 0800 to 0830 hours for general booking, 1000 to 1030 hours and 1100 to 1130 hours for Tatkal booking on AC class and Non-AC class respectively. (iii) In case of booking of reserved tickets through internet, only one booking in one user login session except for return/onward journey between 0800 and 1200 hours. (iv) The monthly limit of booking of tickets through internet by an individual user has now been revised to 6 tickets in a month instead of 10 tickets.

GRANT OF GRADE PAY OF RS.1800/- TO GROUP ‘D’ /MTS WHO RETIRED /EXPIRED FROM SERVICE AFTER 29.08.2008, WITHOUT HAVING BEEN IMPARTED TRAINING.

Sub: Grant of Grade Pay of Rs.1800/- to Group ‘D’ /MTS who retired /expired from service after 29.08.2008, without having been imparted training.

D.G. Posts O.M. No.1-20/2008-PCC (Pt) dated 08.04.2016.

            Reference have been received in this Directorate seeking guidelines as to how to determine the Grade Pay of those non-matriculate  Group-D employees who retired or dies in harness after the  notification of Revised Pay Rule,2008 but before  being imparted the requisite training to be eligible  for grant  of Grade Pay of rs.1800/- in Pay Band-1.

2.         The matter was referred to DGP&T/Ministry of Finance, Department of Expenditure. The Department of Expenditure, Ministry of Finance vide their ID No. 250446/15 dated 29.01.2016 has clarified the issue as under:

“ In this regard , it is clarified that if a non-matriculate Group-D employees  appointed  prior to 1/1/2006, died in harness or retired  before  being imparted  the required training as per training programme issued by D/o Posts vide its letter no. I-55/2009-Trg dated 06.04.2009  due to delay attributable to administrative  reasons and not  due to factors attributable to him, he may be granted  the Grade Pay of Rs.1800/- if the retrained  non-matriculate  Group-D employees have been  given the Grade Pay of Rs.1800/-“

3.         In view of the above, it is therefore requested to take further necessary action to regulate the Grade Pay of all affected Group-D employees who died or retired after implementation of Revised Pay Rules, 2008 but before being imparted the requisite training accordingly

4.         This issues with the approval of the competent authority.

NOW SOLAR PANELS COME UP AT RURAL POST OFFICES



To cope up with the erratic electricity supply in remote areas of sprawling Raipur revenue division, some of the rural post offices are opting to Solar Panels for uninterrupted power supply to improve their customer services. Though the process is at the initial phase. 
 “We have received budget for some of our village based post offices and aim to begin the functioning of such post offices with solar lights as well by this year. The decision was taken in the previous financial year,” said HN Sharma, the Assistant Superintendent of Post Offices (Tour) Raipur Division.
  The Postal Department is yet to pick up a permanent agency or company for the supply of these solar panels. “We cannot claim the availability of this renewable source in all the 542 rural post offices under our division in future. It depends on the budget allotted by the centre in coming up months ” added the Assistant Superintendent.
 Besides, providing additional light facilities to the village post offices, the Postal Department is also looking ahead of commencing Core Banking Solution (CBS) in the rural post offices with better internet and computer connectivity.
 “Like solar panels, the CBS in rural post offices will be carried out in phases. Probably, by this year, we would be in a position to begin CBS in rural areas,” said Sharma.
 Following the CBS functioning in large number of urban as well as rural post offices, India Post may install ATM for the convenience of its customers in future, informed sources.
 Notably, the post offices of Raipur, Gariaband, Mahasamund, Dhamtari and Balodabazaar-Bhatapara districts are covered under the Office of the Superintendent RMS, RP Division, Raipur.

IPOs & Eminent Intellectual as Chairman, Com. M.R.Das Ex. Convenor, RCC of P& T  E.U. Assam & N.E, as Working Chairman, Com D.K.Debnath  Convenor, RCC of Postal Employees Union Assam & NE as General Secretary  & Com. Bishnu Ram Rabha as treasurer respectively.               It is also decided in the meeting that not to pay no TA/ DA will be paid to the Office bearers and Federal Councillors by the Reception Committee. After a long legal battle the Government conceeds 
another point to Pre-2006 Pensioners!

            After a long battle the pre-2006 pensioners got another issue sorted out with the Government conceding grant of full pension to pre-2006 pensioners with less than 33 years  as recommended by 6th CPC! This comes after the Govt deciding to extend the judgment given out by Supreme Court in the case of Inasu from Kerala.

            Now all those pre-2006 pensioners who got only proportionate pension for want of 33 years qualifying service, will get the refixation from 1.1.2006 and get arrears also.

PROVISION OF FIVE DAYS WEEK-REQUEST CONSIDERATION

Prime Minister's Office (PMO) to Review the Progress of India Post

NEW DELHI: The Prime Minister's Office (PMO) is likely to undertake a review of India Post on April 14 regarding action taken by the department for setting up its payments bank.

According to sources, PMO will also take stock of progress made by Department of Post (DoP) to improve functioning through initiatives like e-commerce and IT modernization.

The Public Investment Board (PIB) has already approved the Rs 800-crore proposal from India Post for setting up a payments bank and after the PMO review, it will be sent to the Cabinet for final approval.


"Top officials of DoP will brief PMO about the progress made so far by the department in improving efficiency and what is the latest update regarding the payments bank," a source said. 


The meeting with PMO is likely to take place on April 14, the source added.




The PMO is monitoring the progress made by DoP to improve its functioning and utilizing the vast network of post offices across the country for financial inclusion.



Earlier this year also, PMO had taken a review of DoP with special focus on the implementation of proposals submitted by a task force on leveraging the department's post office network.

India Post has selected Deloitte to advise it on setting up a payments bank.

The India Post payments bank will primarily target unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services.

The pilot for the payments bank is set to start from January 2017 and the full-fledged operations may start by March.

As many as 40 international financial conglomerates including World Bank and Barclays have shown interest to partner the postal department for setting up the bank.


For strengthening the e-commerce infrastructure, DoP has set up 57 new state-of-the-art parcel centres across the country through which more than 400 e-commerce companies are being serviced.

Comrades, 
There are various reports on 7th Central Pay commission on the media on fitment formula, arrears being paid as bonds , these reports are totally wrong and unwanted , these confuse the Central Government Employees, if you read the below table it is quite clear that a Group “C” employee shall get. 

The true picture, as per the 7th CPC recommendations has provided only at 14% wage hike at Group “C” level it is only ranging from Rs 2240 to Rs 3500/ increase per month, and at Group “B” level ranging from Rs 4000 to Rs 6500/ increase per month. 

The Empowered Committee is likely to rectify and change the fitment formula in that case , As per media reports the committee may recommend a minimum wage of Rs 20000/- or Rs 21000/- against the demand of Rs 26,000/ of the staff side , the Central Government Employees (Group “B” & Group “C” ) and shall get a salary increase of just Rs 4000/ to Rs 16000/- only , that is also too meager considering the aspect of price rise and modern day expenditures, Secondly arrears of six months if the 7th CPC is implemented shall be only Rs 8000/- per month on average per employee per month , for six months it will just at Rs 50000/- per employee only , this amount will not affect the Central Government finances , 
So don’t believe any news paper reports, Secondly there is no change in allowances expect HRA, that too its rates are reduced by the 7th CPC and also many allowances have been withdrawn. This is saving for the Government. 

Hence we should not bother too much on these reports, instead we should educate the members and prepare for struggle, so that we get at least get a minimum wage of Rs 24,000/- ( 50 % wage hike without allowances) , as allowances are not taken into pension benefit.

Sub:  Non settlement of problems arising due to introduction of CBS & Mc. Camish soft wares in POs    
           -regarding.
          We have already brought to the notice of  Chief Postmaster General the problems which are being faced by staff in the Circle after implementation of CBS& Mc.Camish  softwares which are not working to the tune of the work in POs.
            In spite of several requests till date no action has been  initiated by the administration to solve the problems. In this background we are left with no other alternative except to take decision to resort to trade union action.
            As such the following programme of action was decided.
     1)  On 12-4-2016 Mass Dharna  at  all Divisional offices.
     2)   On 22-4-2016 Mass Dharna  at Chief Postmaster General office.
            If the problems are not settled by that date further course of action will be decided on 22-4-   
            2016.
            As such Chief Postmaster General is requested to take appropriated steps to settle the   
             problems.
