CENTRAL JCA DECIDES TO GO AHEAD WITH THE STRIKEPREPARATIONS.

INTENSIFY THE CAMPAIGN AND MAKE

INDEFINITE STRIKE FROM 5TH JULY COMPLETE SUCCESS

Dear Friends and Comrades,

            The Secretary, Department of Posts, along with the other Members of the Postal Services Board and Senior officers held discussion with the Central JCA Leaders on the Charter of demands on 06.06.2011 and 07.06.2011 at Dak Bhawan. On 6th some of the items in the charter was discussed. 7th discussion was mainly confined to the issues relating to the mails. The Postal Board took a stand that the reorganization initiated in the mails sector such as speed post hubs, first class mails hubs, delivery hubs etc are to be continued and they sought the full cooperation of the staff side. The staff side made it clear that we strongly oppose the implementation of speed Post hubs, first class mails hubs, delivery hubs etc which are being implemented as per Mckinsey recommendations. We made it clear that public mail is being badly delayed and the confidence of the public is eroding day by day due the unscientific restructuring of mails sector. The Postal Board went on repeating its arguments justifying the hub experiment. No consensus could be arrived AND HENCE THE TALKS FAILED.

The Central JCA leaders met after the discussion and took the following decisions.

1.         No compromise can be made on issues affecting the very existence of the Postal Department. No closure of any office or introduction of Mckinsey recommendations in the mails sector such as hub system can be allowed as it will completely ruin the Postal department and will facilitate for the growth of private courier services.

2.         Other demands of the charter of demands should also be settled to the satisfaction of the staff side.

3.         The strike preparations should be intensified in all circles and divisions.
Strike notice will be served on 14.06.2011.

5.         All India Joint Convention of JCA on 19.06.2011 at Chennai should be made a grand success. All Circle secretaries of NFPE, FNPO and GDS Union and also All India office Bearers should attend the All India Convention without fail. The venue of the convention is Sree Padmam Kalyana Mandapam, No. 6/2, Radhakrishnan Street, T. Nagar, Chennai – 600017, Near Pondy Bazar Bus stop, T. Nagar HPO.

6. The Central JCA will meet again at Chennai on 19.06.2011

Amendment to CCS Leave Rules 1972-Gazette Notification issued by the President

Dear Comrades,
Amendment to CCS Leave Rules 1972, President issued Gazette Notification date 12/05/2011.The Amendment as follows:
2. In the Central Civil Services (Leave) Rules, 1972, (hereinafter referred to as the said rules), in rulc 27, in sub rule (2), for clause (b), thc following clauses may be substituted, namely,-
"(b) Whcn a Govemment servant is removed or dismissed fro111 service, credit of earned leave shall be allowed at the rate of 2% days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service;
(c) When a Government Servant dies while in servicc, credit of earned leave shall be allowed at the rate of 2% days per completed month of service up to the date of death of the Govemment Senrant."
3. In the said rules, in rule 29, in sub-rule (2), for clause (c), the following clauses shall be substituted, namely,-
"(c) When a Government servant is removed or dismissed from service, credit of half pay leave shall be allowed at the rate of 5i3 days per Completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed fiom service;
(ca) When a Government Servant dies while in service, credit of half pay lcave shall be allowed at the rate of 513 days per completed month of service up to the date of death of the Government Servant."

Clarification on Increase in certain allowances by 25% as a result of enhancement of DA w.e.f. 01/01/2011-Orders issued by DOPT

Dear Comrades,
DOPT issued clarificatory orders on increase in certain allowances by 25% as a result of enchancement of DA w.e.f. 01/01/2011 vide Memo No.12011/01/2011-Estt.(Allowance) dated 04/05/2011.
The clarification is as follows:
a) The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs.15,000/- per child. Accordingly, the quarterly claim could be more than Rs.3750/- in one quarter and less than Rs.3750/- in another quarter subject to the annual ceiling of Rs.15,000/- per child and Hostel Subsidy shall be Rs.3750/- per month per child;
b) The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1250/- per month; and
c) The annual ceiling for reimbursement of education allowance for disabled children of Government employees shall be treated as revised to Rs.30,OOO per annum per child and the rates of Hostel Subsidy for disabled children of Government employees shall be treated as revised from Rs.6000/- per child per month to Rs.7500/- per child per month.

These revisions are applicable with effect from 1' January, 201 1
