CONSTITUTION OF COMMITTEE FOR ORGANIZATIONAL RESTRURCTURING IN DEPARTMENT OF POSTS

2. The terms of reference for this committee are:
●To revisit the norms for creation of new Postal Division and Regions as wee as upgradation of Class II Divisions into Class I Divisions.
●   To study the feasibility of organizational restricting of fields formations (Circle and below) keeping in view the emerging needs for India Post in new socio-economic environment.
●   Review of norms for upgradation of Post Offices.
●  To study the feasibility of strengthening / creation of Postal Assistants/ Sorting Assistants posts in view of increased need of System Administrators.
●  Any other relevant issue as may be assigned by the Competent Authority later.
3. The time period of this Committee to submit its recommendations is three months.

CHARTER OF DEMANDS.
PART-A.
1) Concrete measures to contain price rise
2) Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,
3) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
4) Universal social security cover for the unorganized sector workers without any restriction
5) Creation of a National Social Security Fund with adequate resources in line with the recommendation, of NCEUS and Parliamentary Standing Committees on Labour, Stoppage of disinvestment in Central and State PSUs, the Central Trade Unions also demand immediate action by the Govt. of India to en sure:-
6) No Contractorisatlon of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the Industry/establishment
7) Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-,
8) Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9) Scrap PFRDA Bill/New Pension Scheme; Ensure pension for all.
10) Compulsory registration of trade unions within a period of 45 days and immediate ratification of ILO conventions 67 and 96.
PART-B
1. Stop downsizing, outsourcing, contractorisation, coporatorisation and privatization of Governmental functions
2. Fill up all vacant posts and create posts on functional requirements
3. Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.
4. Regularize the GDS, daily rated workers, contingent and casual workers by brining about a definite scheme of regularization.
5. Remove restriction imposed on compassionate appointment ( end the discrimination on compassionate appointment between the Railway workers and other CGEs)
6. Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB to in all Departments; remove the ceiling of emoluments for bonus computation.
7. Settle all items of anomalies (including the MACP related anomalies) raised in the National and Departmental Anomaly committees within a fixed time frame of two months; set up the anomaly committees in those Departments where it has not been set up till date with the Standing Committee members of the National Council; convene the meeting of the Departmental Council in all Ministries/Department once in three month as envisaged in the JCM Scheme
8. Make the right to strike a legal right and stop curtailment of T.U. rights
9. Implement all arbitration awards
10.Raise the interest rate for GPF. Revise the OTA and Night duty allowance and stitching and clothing rates of uniforms
11.Merge DA with Pay for all purposes including pension as and when the DA rates croses the 50% mark.
12.Vacate all Trade Union victimizations.

FINANCE MINISTER HOLDS PRE BUDGET CONSULTATIONS WITH TRADE UNION GROUPS

Dear Comrades,
Shri Tapan Sen, MP (RS), Centre of Indian Trade Unions(CITU) is going to attending the pre Budget Consultation Meeting with Finance Minister.
The Union Finance Minister Shri Pranab Mukherjee said that food inflation has come down on the negative side in the last two consecutive weeks. The annual rate of inflation (year on year) for December 2011 has declined to 7.47% as against 9.11 % in November 2011 and 9.45% in December 2010. The Finance Minister Shri Mukherjee was addressing the representatives of Trade Union Groups as part of the ongoing Pre-Budget Consultations exercise for the year 2012-13. He said that the 2008 economic crisis had engulfed the entire world and thereafter, the euro-zone crisis posed a serious threat to recovery and development of Europe as a whole. The high volatility of international prices particularly fuel posed serious challenges on the inflation front. The overall slowdown in the economy led to concomitant problems in other areas. He said that the current account deficit appears difficult to manage especially due to fall in exports in later part of the 2011. After giving a brief outline of the present state of the Indian economy, the Finance Minister sought inputs from the representatives of trade union groups inviting suggestions which could be considered.
The representatives of the trade union groups put forth their suggestions to make the budget more workers–oriented in order to remove poverty and unemployment and sought necessary preventive measures to safeguard the interest of workers. They suggested that wages of contract labour should be at par with that of regular labour. They said that necessary changes should be carried out in the Company laws to ensure that workers take part in net profit sharing. Further, it was suggested that Bonus Act, and Gratuity Act etc. should be amended. It was also suggested that the personal income tax ceilings should be revised upward. Besides, it was suggested that the implementation of the MGNREGA scheme should be reviewed periodically and there should be a mechanism whereby malpractices in the scheme could be curbed. It was said that the forthcoming budget should address the glaring problems of malnutrition of
children, child labour, farmers’ suicide and problems being faced by women working in Self-help Groups. Some members suggested that there should be assured pension for all and the pension amount should a reasonable enough for the workers to sustain themselves. It was suggested that the publication of GDP data and publication of employment data should be linked and both should be published together.
Beside the Finance Minister, both the Ministers of State for Finance, Shri S.S.Palanimanickam and Shri Namo Narain Meena, Secretary (Economic Affairs), Chief Economic Advisor, Secretary (Expenditure), Secretary (Financial Services), Secretary (Disinvestment), Secretary (Labour and Employment), Chairman, CBDT, Chairman, CBEC, Addl. Secretary Budget were present among others. The major representatives from the Trade Union Groups who attended the meeting included Shri K.P. Singh and Shri Uday Patwardhan of Bhartiya Mazdoor Sangh, Shri Ashok Singh and Shri P. NFPE * FNPO * AIPEDEU * NUGDS ALL INDIA STRIKE ON 28.02.2012 JOINT CALL OF ALL CENTRAL TRADE UNIONS & FEDERATIONS INTUC, BMS, AITUC, CITU, HMS, AIUTUC, AICCTU, UTUC, TUCC, LPF, SEWA AGAINST THE ANTI WORKING CLASS POLICIES OF THE GOVERNMENT POSTAL JOINT COUNCIL OF ACTION NFPE * FNPO * AIPEDEU * NUGDS UNANIMOUSLY DECIDED TO JOIN THE HISTORIC STRIKE ON 28.02.2012

The attack on Postal and RMS Employees including Gramin Dak Sevaks is mainly due to the policy of the Government against which all the Central Trade unions and Federations are jointly fighting. We as Postal workers, it is our duty to join the working class in its fight against the anti-labour policies of the Government. The Central JCA (NFPE, FNPO, AIPEDEU, NUGDS) calls upon the entire Postal and RMS employees including Gramin Dak Sevaks to conduct intensive preparations for making the 28th February 2012 All India Strike a complete success. Strike notice will served by the Central JCA to the Secretary, Department of Posts.

INDEFINITE STRIKE CALLED OFF SETTLEMENT REACHED AFTER FIVE ROUND DISCUSSIONS WITH POSTAL BOARD · NO CLOSURE OF L2 OFFICES IN RMS FOR THREE YEARS. · POST OFFICES ONLY RELOCATION. NO MERGER. · ON SOME ITEMS LIKE GDS ISSUES OTA REVISION ETC DISCUSSION WILL BE ARRABGD WITH MINISTER OF STATE FOR COMMUNICATIONS SHORTLY. · OVERALL SETTLEMENT GOOD. · READ THE MINUTES BELOW AND OFFER YOUR COMMENTS.

No closure of RMS for three years and
1. No one will be transferred to L1 or L2 unless they request so.
2. sorting hub will be opened on requirement
3. APMC will not be opened further. No APMC for Chennai / Mumbai. Position will be decided after two years.
4. Speedpost hub will be under RMS.
5 There will be NO CLOSURE OF POST OFFICES. NO MERGER OF POSTOFFICES. RELOCATION OF UNVIABLE POSTOFFICE WILL BE DECIDED ONLY BY DIRECTORATE.
6. Group of Secretaries under CABINET SECRETARY accepts- Revision of OTA and GDS BONUS enhanced Limit Rs 3500/-
7 Postman Exam/ postman recruitment/MTS recruitment rules will be modified. Open market recruitment of 25% will be changed and maximum benefits to GDS.
8. Cash handling point for GDSBPM ( Existing one point for Rs 20000/- ) will be favourably finalized shortly.
9 Protection of TRCA will be ensured. Orders will be issued shortly.
10. GDS compassionate appointments---- will be modified suitably
11. GDS mail man will be redeployed suitably
12. Chapels will be supplied to GDS
13 GDS –cash conveyance allowance existing Rs 50/- per month will be changed to Rs 50/- per day. Suitable proposal will be sent.
14. Casual labour . Committee report already submitted . Decision will be made with in a week.
15. PO & RMS Accountant pay fixation will be decided favourably.
16. Restriction posting again to Single handed/ double handed post offices will be relaxed and Divisional head will decide case to case.
17. Un qualified accountant will also be granted Special Pay.
18. Fidelity bond for Treasurer and Single handed SPM will be abolished.
19. Clarificatory orders for Post attached quarters will be issued shortly.
20. Protection of pay for defunct accountant is agreed
21. New pension scheme statement will be given periodically
22. Enhanced Financial Powers for LSG/HSG II and HSG I will be notified with in a month.
23. Over payment cases against APM (Accounts ) will be considered on Humanitarian angle.
24. Revision of Honorarium- orders will be issued shortly.
25. Physically challenged officials will also be permitted for IPO exam
26. Cash handling allowance at enhanced rate for TREASURERS will be examined
27. MACP I/II/III officials will also be eligible for Treasury / Accountant allowances
28. Next JCM Departmental council meeting is to be conducted in Feb 2012
29. All Circle heads will conduct RJCM with in due Period .
30. Monthly /Bimonthly / Four monthly meetings will be conducted in due time
31. Cadre Restructuring with in 31/3/2012
32. Another committee will be constituted for MMS Drivers
33. PLI/RPLI work will be under taken at RO/CO for the town divisions where RO/CO is situated

36. Postmaster cadre officials will also be permitted to officiate HSG I/HSG II Postmasters
37. Postmaster cadre officials will also be permitted to appear in IPO/Group B exam
38. PO & RMS Accountant will also be permitted for Postmaster Grade I exam
39. System Administrator---- conveyance allowance and Road mileage will be granted. Another committee will be formed for their Cadre Restructuring with in a month.
40. Trainer allowance will be given to System Administrators and WCTC trainers also.
41. New guidelines will be issued for SBCO staff RT and transfer
42. SB Minus balance cases –Our Staff side Proposals will be examined
43. Contributory negligence factor – Another instruction will be issued
44 PO& RMS Accountant – Special Hierarchical will be considered
45 Declination of promotion before 1/9/2008 - Granting of MACP in such cases - orders will be caused to be issued by DOPT
46. FR 17 A will not be issued for simple cases only deserves for Dies Non.
47. Another instruction will be issued for stopping Melas and training on holidays and Sundays

NEWS FLASH

The Government has agreed in the Anomaly Committee meeting held on 04.01.2012 to grant one increment on 1.1.2006 in the pre-revised scale of pay for all those whose increment falls between 1st Feb and 30th June 2006. This is applicable only for those who were in service as on 1.1.2006. They will draw their next increment in the new Pay Band on 1st July 2006.

RATIONALIZATION AND CONSOLIDATION OF URBAN NETWORK

Sub: Rationalization and consolidation of urban network.

D.G. Posts No.40-6/2011-Plg(Pt) dated 25.08.2011

Kindly refer to the Directorate letter of even number dated 25.01.2011 on the above subject wherein Circles were requested to identify the Post Offices for rationalization and consolidation of urban network taking into consideration of the following aspects.

(a) Condition of the Building.
(b) Profitability of Post Office
(c) Business of Post Office
(d) Justification on the basis of distance norms.

2. In their charter of demands, the Postal Joint Council of Action has requested that "whenever there is a closure of a Post Office; there should be a simultaneous relocation of Post Office in the new emerging areas". The same was agreed to by the Secretary (Posts), during the meeting held with them.

3. In view of the above, the Circles are requested to ensure that wherever simultaneous relocation is not possible; such Post Office may be temporarily merged with another Post Office.
