RESOLUTIONS ADOPTED IN FEDERAL EXECUTIVE OF NFPE HELD AT LUCKNOW ON 26 & 27 JULY, 2011

THIS FEDERAL EXECUTIVE MEETING OF NFPE HELD AT LUCKNOW FROM 26-07.2011 TO 27.07.2011 AFTER DETAILED DELIBERATIONS ON ALL ISSUES RELATED TO THE PROPOSED INDEFINITE STRIKE FROM 2011 JULY 5TH HAS RESOLVED THE FOLLOWING:

1. This Federal Executive has come to the unanimous conclusion that, under the given circumstances the settlement reached with the Administration on the 25 points Charter of Demands is the best possible and fully ratify the decision of the JCA to defer the strike.
2. This Federal Executive further direct the NFPE & JCA leadership to take follow up action to get orders released on all the agreed items in a time bound manner.
3. This Federal Executive demand the Secretary, Department of Posts, to arrange another review meeting on the PLI related issues as the decentralization of certain important PLI/RPLI functions to Divisions has been done contrary to the sprit of the discussions held on 01.07.2011. Review meetings may also be arranged with the unions of Civil Wing and Postal Accounts as assured during the final round of discussion.
4. Regarding the formation of the Committee to review the Speed Post hubs and first class hubs (L 1,L 2) the Federal Executive is of the unanimous view that the induction of new technology and consequent changes in the mail processing should not lead to indiscriminate closure/merger of existing RMS Offices and interest of employees should be protected. The delay in public mail should be avoided and speedy delivery of articles should be ensured.
5. The Federal Executive further resolve that if any unilateral violation of the assurances given to the Staff Side take place then NFPE and JCA shall organize agitational programmes

Subject: Clarification regarding giving option for alteration/withdrawal or inclusion of new membership of service associations/unions in the month of April each year to be made effective from the month of July of that year.

Sir/Madam,

I am directed to refer to the Department's letter no. 13-1/93-SR dated 25.02.1994 circulating Department of Personnel & Training's OM No. 2/10/80-JCA dated 31.01.1994 regarding procedure for verification of membership of associations for the purpose of recognition under CCS(RSA) Rules, 1993. In accordance with instructions contained in said OM, option, if any, for alteration, withdrawal or inclusion of new members is to be given in the month of April each year to DDO or any other designated authority.
2. The Department, vide letter No. 13/01/2010-SR dated 18.02.2010, modified 'letter of authorization' prescribed by the DOPT specifically in order to comply with the directions of the Hon'ble Court of Madras given in Writ Petitions No. 4704-4707 of 1999 and Contempt Petition No. 950/09. The modified 'letter of authorization' was endorsed with signature of Director (SR & Legal) with an objective to rule out the possibility of using the old forms bearing the signature of the employees, as some of the associations had complained about it. The signature of Director (SR & legal) has no relevance in regard to letters of authorization which may be used for change of option or for seeking new membership in the month of April every year.

3.All the 'letter of authorization' whether bearing Director (SR & Legal)'s signature or not, applied during the month of April may be considered as per the standing instructions and in view of the clarification in the preceding paragraph.

News from Head Quarters

The Latest developments on some strike charters are finished hereunder for the consumption of our members.
1.Orders on officiating pay in higher posts – ordered are placed for signing will be released within two days.
2.Orders to recommend grant and relief up to 3 days EL to Head Postmasters – will be released tomorrow or day after tomorrow.
3.Order to bring staff on Sundays & holidays – orders issued last week itself. Copy could not be obtained today. Will be exhibited after its receipt.
4.Revision of Recruitment Rules to Group D – Draft has been approved and will be notified by amendments to recruitment rules.
5.Two more chances to appear LGO exam for those exhausted six chances – instead of two more chances, the file has been placed for enhancement of six chances to eight chances. Since the explained the urgency for its implementation in the notified LGO exam, it is assured to released the orders before the end of this month.
6.It is informed that the revision of postman recruitment Rules for Postmen will be finalized by considering the number of candidates passed in the proposed postmen examination.
7.Orders for dropping the confirmation examination –The draft on orders has been placed for approval.
8.Revised Recruitment Rules for Postal Assistants – As per the RR 2002, there are 49 Categories eligible to appear the exam and most of the categories are not in existence. Now the existence of the category is being processed and the recruitment rules will be finalized.
9.(i) All the outsider candidates secured 60% marks will be allowed to appear the PA recruitment examination.
(ii)Unfilled LGO vacancies will be thrown open to GDS without any mark condition.
10.Revised Recruitment Rules for HSG I – The Staff Selection Commission have raised some queries which have been replied. It is expected that the HSG I Recruitment Rules will be returned from SSC within a week or fortnight, 100% HSG I posts for general line has been already incorporated in the revised recruitment rules.
11.Postmaster’s cadre Grade III will be filled up regularly only after the approval of HSG-I Recruitment Rules since the seniority to the existing HSG-I Officials on adhoc basis shall be given seniority in the newly formed cadre.
12.Appearing PH candidates for IPO exam – now the department has approved for allotment of vacancies for PH candidates in IPO exam and the file will be sent to social welfare Department for information and formal approval.
13.MACP fixation on acquiring TBOP/BCR – orders have been issued.
14.Cadre Restructuring Committee – we could not meet the concerned Director (SR) informed that it will be convened shortly.
15.Separate cadre for PO & RMS Accountants, will be sorted out in the committee.
16.We requested to expedite the release of tenure posting conditions imposed on the single handed SPMs.
17.Cash handling point to GDS – Proposal for formation of a committee has been initiated to review and implement the decision.
18.Protection of TRCA – File has been submitted to Finance (IFW)
19.Grant of Special Allowance to all irrespective of MACP I, II, or III – the IFW sought linking of old files and files have been submitted for approval.
20.Treasury Allowance – File has been submitted to IFW.
21.Director (SR) told that he is processing the case of allotment of staff quarter with reference to old orders related to post attached quarters and will finalise the shortly.
In respect of other issues, we could not take follow up action today and will process further after returning from Lucknow Federal Executive (i.e.) on 28.07.2011.

One more demand of Strike Charter of Demands sorted out-orders issued on non performing of OTA

Dear Comrades,
Postal Directorate issued orders in respect of non performing of OTA as it is one of the demand of Strike Charter of Demands vide memo No8-9/2011-SR dated 21/07/2011..It is clearly mentioned that imposing of Statutory punishment for non performance of OTA may be resorted to in rare and exceprional circumstances. This instruction may be complied with both in letter and spirit.

Now copy of Death certificate can be accepted if the original shown to the concerned SPM in repect of claim

Dear Comrades,
It is very clear that vide SB order No.25/2010 we can accept otiginal death certificate as proof of death according to new procedure for claim of savings bank/certificates in the name of deceased depositor.Now the department has been considered that the claimant shall produce original proof of death along with photocopy before in-charge of the post office where the claim is to be handed over and in-charge of that post office irrespective of the status of the post office will record a remark on the photocopy of the proof of death as "compared with original and found correct" under his/her dated signature.Then original proof of death may be returned to the claimant.

Chief Postmaster General  Hyderabad has issued notification vide no WLF/OSP/RECTT/2010 dated 11-07-2011 for recruitment of meritorious sports persons as PAs/SAs/Postmen.Total posts PA(Men)-30 PA(Women)-6 S.A-4 and Postmen-21 The last date for receipt of applications is 31-08-2011.Educational Qualification A)For PAs/SAs is Intermediate B)For Postmen is Matriculation or Equivalent.Age should be between 18 and 25 years as on the last date prescribed for receipt of applications.Upper age limit is relaxed by 5 years in General Category and 10 years in case of SC/ST for sportspersons who are considered meritorious in their respective sports events.
