New set of Ministers for "Communications & Information Technology"

Prime Minister Sri Manmohan Singh on Sunday effected a major revamp of his council of ministers, inducting 22 faces, including seven of cabinet rank, in what is said to be the last major ministerial shuffle before the 2014 general elections.

In the reshuffle of portfolios, Sri Pallam Raju of AP was made human resource development (HRD) minister in place of Sri Kapil Sibal, who was left only with communication and IT.

గత ఉత్తర్వుల ప్రకారం ఒకే నోటిఫికేషన్ తో  3 సం . ల ఖాళీలకు ఒకే సారి పరీక్ష నిర్వహించబడవలసి యున్నది.
దీని వలన అర్హులైన  జి.డి.ఎస్ లకు మూడు సార్లు గా మూడు సంవత్సరముల ఖాళీలకు గాను  పరీక్షకు హాజరయ్యే అవకాశము లేదు.
గత ఉత్తర్వులను మార్పు చేస్తూ  ఆయా సంవత్సరముల ఖాళీలకు విడివిడి గా పరీక్ష నిర్వహించ వలసినదిగా ఉత్తర్వులు వెలువడినవి.
దీని ప్రకారము 2011, 2012 & 2013 సంవత్సరముల లోని ఖాళీలకు మూడు మార్లుగా పరీక్ష నిర్వహించ బడును. 
ఈ ప్రక్రియ 2013, జూన్ 30 వ తేది లోగా పూర్తి చేయవలసి వుంటుంది.

Sir/Madam,      

           I am directed to invite a kind reference  to the letter of even number dated 8-10-2012 wherein a detailed schedule was  prescribed for holding of LDCE for Postmen/Mail guard and MTS      

 2.     Subsequently, the nodal branch staff  section vide letter no. no. 45-2/2011-SPB.1 dated 18-10-2012 issued detailed  instructions to the circles for filling the vacancies by holding separate examinations  for each year vacancies and given specific schedule and to complete the process  by 30th  June 2013.      


 3. In view of this revised position, the schedule given by DE section has no more operative and the instructions dated 8-10-2012 is withdrawn with immediate effect. The circles are requested to follow the guidelines issued by SPB.1 section letter no. 45-2/2011-SPB.1 dated 18-10-2012 scrupulously.      


 4.   This issues with the approval of Competent Authority.

Introduction of Facility of Automatic transfer of PLI/RPLI Premiums from Saving Accounts of insured persons

Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.

2. The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).

3. It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.

4. Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.

5. It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

Amendments in the "Indecent Representation of Women (Prohibition) Act, 1986"

Dear Comrades,
The Union Cabinet today approved the introduction of Amendments to the "Indecent Representation of Women (Prohibition) Act, 1986" in Parliament. 

Key amendments proposed are as follows: 

i. Broaden the scope of the law to cover the audio-visual media and material in electronic form. 

ii. Penalties to be enhanced to a maximum of three years of imprisonment and fine of between Rs.50,000 to Rs.1,00,000 for first conviction, and imprisonment of not less than two years, but which may extend to seven years, and a fine between Rs.1,00,000 to Rs.5,00,000 for second conviction. 

(iii) Police officers not below the rank of Inspectors authorized to carry out search and seizure, in addition to State and Central Government officers authorized by the State or Central Government. 

These amendments seek to ensure that more effective protection is provided against indecent representation of women by covering newer forms of communication like internet, multimedia messaging etc., beyond the print and audio-visual media. This would aid in addressing the problem of increased objectification of women thereby ensuring dignity of women. 

The Indecent Representation of Women (Prohibition) Act, 1986 (IRWA) focuses on indecent representation of women and brings under its ambit references that are derogatory to the dignity of women. The IRWA, 1986 was enacted with the specific objective of prohibiting the indecent representation of women through advertisement, publication, writing, and painting or in any other manner. The existing Act, in its present form, covers the print media. However, over the years, technological revolution has resulted in the development of newer forms of communication such as internet and satellite based communication, multi-media messaging, cable television etc. It has, therefore, become imperative to widen the scope of the law so as to cover such forms of media, on one hand, and to strengthen the existing safeguards to prevent indecent representation of women through any such form. 

Background: 

The Indecent Representation of Women (Prohibition) Act, 1986 was enacted with the objective of prohibiting indecent representation of women in any advertisement or publication. However, since the existing legislation lacks the focus that is necessary to protect women from exploitation, particularly in the face of the increasing use of advanced technology and communication devices in our everyday life, it was felt that the scope of the Act may need to be amended. Extensive consultations have been held with stakeholders including lawyers and civil society organizations on the draft Bill, before its finalization.

SOUTH ZONE STUDY CAMP

NFPE SOUTH ZONE TRADE  UNION CAMP AT CHENNAI

The South Zone Study Camp conducted by NFPE in Chennai from 13th to 14th October, 2012 in Alamelumanga Kalyana Mandapam,T.Nagar, Chennai – 600 017 has given opportunity to participate Gramin Dak Sevaks represented from AIPEU-GDS(NFPE) also. Nearly 30 GDS officials, including 5 women GDS were also participated in the Study Camp.

The Trade Union Camp for the South Zone viz., Andhra, Tamilnadu, Karnataka and Kerala  commenced on 13thOctober, 2012 at Chennai . The two days camp commenced with the hoisting of the flag of the Federation and paying floral tribute to the Martyrs Column.

Comrade M.Krishnan Secretary General introduced all leaders to the house and requested the General Secretary of Reception Committee & Circle Secretary Postal Accounts Comrade R.B.Suresh to invite the leaders to dais. The first session of the Camp was presided over by Comrade M.Kannaian the Convener of the Postal Circle Co-coordinating Committee  of Tamilnadu Circle. Comrade R.B.Suresh General Secretary of the Reception Committee delivered the welcome address.

Class -1 :: (11.00am to 1.00pm)
Subject : “ INDIAN ECONOMY IN THE CONTEXT OF GLOBALIZATION”. 

Dr.Venkatesh Athreya renowned economist took the class narrated the harmful policies being implemented since 1980s in the name of LPG in a vivid manner. Comrade J.Ramamurthy Circle Secretary P3 Tamilnadu gave vote of thanks.

Class – 2 :: (4.00pm to 5.30 pm)
Subject : “INDIA – PROBLEMS AND REMEDIES”

Honourable Member of Parliament Comrade P.Rajeev took the class; covered all the basic problems of Indian Economy since Independence and concluded that only the reversal of all policies of Liberalisation will help Indian economy to stabiles. Comrade J.Sreevenkatesh Circle President of P3 Tamilnadu presided over the session. Comrade Dhanraj GDS NFPE CHQ Deputy General Secretary delivered vote of thanks.

Class – 3 :: (6.00 pm to 7.30 pm)
Subject:“ JCM FUNCTIONING AND THE IMPORTANCE OF 12TH DECEMBER STRIKE”.

The third session was presided over by Comrade N.Gopalkrishnan CHQ Working President of P3. Comrade K.Ragavendran Working President of Confederation of CG Employees and Workers took the class and Comrade Kannan Circle President P4 TN Circle delivered vote of thanks.

There were question and answer interactive sessions after every topic. Over all around 200 Delegates attended the TU Camp and they got themselves fully involved in the session by their calm  and patience observation and interesting interaction at the end of the sessions.

Subject: DISCIPLINARY PROCEEDINGS”

The second day of the TU Camp of South Zone had three sessions. The first session was a class taken elaborately by Shri. M.C. Nair Retired Senior Superintendent of Post Offices. The session was presided over by Com. Sankar Circle Secretary R3 TN Circle.

Class – 5 ( 11.10 am to 12.15 noon)
Subject: “STAFF RULINGS AND THE ROLE OF BRANCH SECRETARIES”.

In the second session Com.K.V.Sridharan  Ex-General Secretary P3 and Leader Staff Side JCM Departmental Council took the class and this session was presided over  by Com. J.Ramamurthy Circle Secretary P3 TN Circle. 

There was an interactive session on both the above topics and both the faculty members answered all questions.

In the afternoon, an Open Session under the Presidentship of Com. S.Ragupathy Assistant Secretary General NFPE was held.  Com. Ragupathy Umashankar Circle Secretary Admn Union TN Circle delivered welcome address.   

Secretary General NFPE Com. M. Krishnan elaborately narrated all the developments since two years and in detail covered the aspects of National Postal Policy and declared that through struggles our movement will advance and resist all anti-worker policies.

The Chief Cook Ramanathan was felicitated by the Reception Committee with a shawl presented to him by the Secretary General in appreciation of the great services rendered by the catering service in a very short time. Com.R.B. Suresh General Secretary Reception Committee finally rendered vote of thanks. The feed back collected from the Delegates about the TU Camp will be compiled and published later.

The arrangements, facilities, reception for smooth conduct of Study Camp are well appreciated by one and all  & the Reception Committee deserved with heartful thanks.
